For most households, balanced rates will reduce by 22% charge for delivery of electricity, will be introduced at the same time fixed fee for providing connection regardless of the amount of electricity consumed. For about 700 thousand households, such changes will not significantly affect the final bill, or it even decreases. At the same time, customers legal structure of distribution tariffs will be balanced by reducing the payment for the delivery of electricity and increasing the share of fixed fees depending on the connection capacity. As a result, legal entities, effectively using the power connection, the total energy bill will not change or will decrease.
"The regulator's decision confirms that included in distribution rates AS "Sadales tīkls" the cost of maintenance and restoration of electricity is economically thought out, and the balancing of tariffs is necessary and justified. Along with the decrease in the number of faults and interruptions in supply of electricity and promoting efficient use of the connection capacity, balance the structure of distribution tariffs will help to reduce the disparity between customers in terms of monthly expenses. This means that, henceforth, those who consume the electricity, no longer have to pay for those who do not consume, but which we still need to provide the connection of electricity, continuous supply of electricity and maintenance services", — stressed the Chairman of the Board at AS "Sadales tīkls" Andis of Pinkulis.
At present, about 120 000 are so — called "zero" clients and connect with very low consumption, besides, contrary to myths and assumptions, they are found not only in rural areas: half of such objects is the city apartments. The total length of air lines to such facilities — about 3,000 km in order to ensure the efficient management of electrical grids and equipment, power lines to "empty" connections also need time to recover and constantly maintained. To AS "Sadales tīkls" is a significant costs which are currently covered only by those who consume electricity.
In current distribution rates include the cost of delivering energy, and continue for all residents remains the price of the service of distribution of electricity will consist of two parts: a small fixed monthly fee and a reduced fee for delivery of electricity in accordance with the consumed kilowatt-hours. In most of the households total energy bill will not change significantly, users that consume electricity efficiently, the final bill will even decrease, and the so-called "zero" connections, do not consume electricity, or have inefficient consumers expense will increase.
For example, households with a single-phase connection, do not consume electricity, the expense will continue to increase to the amount of a fixed monthly charge 1,50 Euro (including VAT). With a relatively small consumption of electric power — 85 kW-h per month — the total score will increase by 0,13 euros. With the consumption of 115 kWh per month, a final invoice will be reduced by 0.21 Euro, and with a monthly consumption of 300 kWh total bill will decrease by 2.97 euros per month.
From households with three-phase connection volume of a fixed monthly charge will depend on the connection capacity. For example, for three-phase connections 20 A, not consuming electricity, the expense will continue to increase in the amount of fixed monthly fees — € 4.84 (Inc VAT). With a relatively small consumption of electricity — 100 kWh per month — the total score will increase by 3.35 euros. With the consumption of 400 kWh per month, a final invoice will be reduced by € 1.13, and with a monthly consumption of 600 kWh total score decrease of 4.10 euros per month.
Distribution tariffs that residents and businesses will pay in accordance with the power of your connection and consumption of electricity must cover the cost of maintaining and restoring the mains power. The minimum requirement for long-term development of the network is to modernise in line with the needs of customers and an annual full recovery of not less than 2% of the total volume of supply. Thereby improving the quality of electricity supply in the country and ensures the continuity of electricity supply. Every year it is necessary to reconstruct and restore power lines with a length of 1600 km. the average minimum volume Is developed by AS "Sadales tīkls" as a compromise between the solvency of residents and businesses objective and the need to rebuild the network, to 2024, to reach the average EU level.
"How much and how effectively we invest in reconstruction of the power grid now, will determine what will be the quality and costs of the power grid in the next 30-50 years, so how is the average lifetime of the elements of the power grid. Funds received as a result of the introduction of new, balanced rates, will help more efficiently and more targeted to modernize the legacy of the Soviet era", which is 50% of the total supply of the country. This network does not meet any more the needs and requirements of customers for quality supply of electricity, no density of population and the volume of electricity consumed — where there were farms and large factories, often today there are only abandoned buildings and on the site of the former meadows in the suburbs built new towns or developing the business," — said A. Pinkulis.
Information events about the expected changes in the tariff structure carried out since the beginning of the year when the tariffs were filed with the Commission on regulation of public services, and will continue until the entry into force of balanced tariffs, to inform households and legal entities, especially in the regions, on the impact of balancing tariffs on the final bill. It is planned that about changes to customer accounts will inform traders of electricity.
In order to provide information about changes to distribution tariffs in February and March the leadership AS "Sadales tīkls" has met with representatives of the largest energy consumers: Latvian chamber of Commerce and industry, the Latvian Federation of pensioners, the cooperation Council of farmers organizations, the Latvian Union of local governments, Latvian Association of consumer rights protection and the Association of manufacturers of building materials.
