Referring to the data of the Central election Commission about the voter turnout, Kapustin notes that in the elections involved fewer people — in 2013, less than half have the right to vote.

Fewer people are interested in politics and participate in democratic processes, and a proportionately smaller number of voters reduces the legitimacy of the elections. The aim of the initiative is to promote social activity due to the increase in the number of people participating in elections.

Philip Kapustin proposes to amend the 8 th article of the Constitution which provides that the electoral right is granted to citizens of Latvia from the age of 18.
