Security Council meeting took place on April 28 on the initiative of Ukraine. Announcing the meeting, Ukrainian President Petro Poroshenko said that it will be linked to the deterioration of the situation in the Donbas and the fulfillment by Russia of the Minsk agreements.

The UN security Council failed on 28 April to approve the proposed permanent representative of Russia to the world organization Vitaly Churkin, the draft press statement in support of the Minsk agreements.

Statement submitted for consideration Churkin, first, called for the full implementation of measures envisaged by the Minsk agreements. Secondly, it stressed the need to complete the investigation of events in Odessa on 2 may 2014.

Churkin said that in 24 hours from the moment of entering of the document, the reaction came only from the Ukrainian delegation, who called it unacceptable. In this regard, the Russian diplomat appealed to the members of the security Council with a proposal to study and adopt common project reports RIA "Novosti".

As reported by "Interfax-Ukraine, during the meeting there was a verbal skirmish with Churkin, Deputy Minister for foreign Affairs of Ukraine Vadim Pristayko from the text of the document. Pristayko approved the first part of the document, and the second proposed to expand, insist on the investigation of the events in the Crimea. Then the parties exchanged a number of mutual accusations.

The UK representative noted that the acceptance of the application without consensus impossible. The delegation of France expressed the view that the Russia-proposed document is not comprehensive, and demanded its completion.

Speaking at the meeting of the UN security Council, the U.S. permanent representative Samantha Power said that the sanctions against Moscow will persist as long as Russia complied with Minsk agreements. The restrictive measures "associated with the Crimea", also will not be lifted until Russia will not stop its occupation of the Peninsula", she said.

Deputy US Ambassador to the UN Michel Sisson declared readiness of Washington to work on the statement, if it is to reflect the General situation in Ukraine, which, she said, has deteriorated because of Russia's actions.

In turn, the representative of the United Kingdom noted that Moscow's proposed in the document is not marked with the position condemned in Russia for the murder of journalists of the Ukrainian aviatrix Nadezhda Savchenko, and also with the situation in Crimea. In the result, the Russian proposal was rejected.

Churkin following the meeting said that "quite shameless, the Americans and British not allowed to make a statement to the press that we have offered. When Americans start saying "no, no this is ridiculous. Because there is a set of measures and to execute it. They (USA) did not participate in the elaboration of the package of measures, reports Newsru.com.

Assistant Secretary-General for political Affairs Taye-brook Zerihoun told the security Council members the latest figures on the number of victims in the result of the confrontation in the Donbass. According to him, the number of dead and injured continues to grow and has already reached 30 729 people, including 9 333 396 killed and 21 wounded," quoted Zerihoun, the UN news center. The assistant Secretary General also noted that about 3 million people in need of humanitarian assistance, reports Deutsche Welle.
