First, there were unforeseen additional costs in the amount of three million euros. Secondly, there is a risk that the EU will completely stop financing the project, refusing the allocation of more than 77 million euros.

The likelihood that European money will not be invested, there is due to the fact that the port authority will not be able to reach the originally set defined in the project application for EU funding goal to release the city centre from port operations.

"This causes a risk of a correction of EU funding until 100% of the granted 77,2 million euros. Volume losses for the Riga free port, he might not be able to cover himself. This is worrisome — will be searched for the methods of their compensation from the funds of the taxpayers of Latvia," reports the national audit office during the audit it was noted that this risk will continue until 2019, when the European Commission will assess the achievement of objectives and relevance of costs.

As noted by the auditor General Elite Krumina, "assessment of the validity of the Freeport of Riga in the project option of the island in General, it's hard not to draw Parallels with the stereotypes concerning students who are preparing for exams in last night".

Project island option-was on the agenda of Management of Riga free port since 2006, when the Board took the decision to use degraded areas of the island option for the needs of the port and the beginning of activities associated with planning, suggesting complete phase of construction to the end of 2012. However, until 2014, managing the progress of the project was, according to Krumini, "sluggish and unprofessional".

Despite decisions already taken about the progress of the project "Development of infrastructure on Krievu Sala for Riga transfer activity from the centre", the Freeport of Riga authority made to one of the enterprises of the port constructed a warehouse on the territory, which was already clearly known that it is necessary for the needs of the project "Development of infrastructure on Krievu Sala for Riga transfer activities from city centre", thus, causing damages in the amount of 1 million Euro, which must be paid as compensation.

To renew the loan, which was terminated, without providing the Management of a Free port and timely full exchange of information with the Bank, the management paid the lenders a one-time fee in the amount of 120 to 300 euros.

Although managed at the last moment with a delay of 3 years to complete the construction phase of the project, the national audit office indicates that prior to the successful implementation of the project is still far. In the next two years the stevedores have to build on the island option-objects of internal infrastructure, to install the equipment and migrate to the island option activity for transshipment of coal. To reduce the risks of getting financing from Europe Government control has developed several recommendations. The most significant of them relate to security teams for project management, relevant regulations and international standards, development of communication plan, appropriate interim project plan and standards of project management, as well as improving control, focusing on the assessment of the legality and expediency of purchase of services.

Violation of local or State control as stated in the course of this audit and during prior audits of the Management of the Riga Free port. Violations cover a wide range. Among them, violations of competition law, inappropriate and illegal procurement, illegal donations in large size, unreasonable administration costs and other expenses in the amount of many millions of euros. However, in the bodies which are responsible for the oversight of Management of Riga Free port as the line ministries and the Riga city Council, which in the Freeport of Riga authority is represented by four Board members — still hesitantly respond to detected violations.
