As follows from the text of the resolution, PACE called on to organize and hold the fourth summit of the Council of Europe. It is noted that the effective preparations for the summit calls for joint work of the two statutory organs of the Council of Europe, PACE Committee of Ministers. Which implies the compatibility of the organizations in respect of the participating countries.
"There is now a discrepancy in the membership of the two statutory bodies: after the illegal annexation of Crimea by the Russian Federation and for this reason, the application Assembly of the sanctions against the Russian parliamentary delegation, within three years, the Russian Federation participated in activities and was presented to only one of the two statutory bodies, namely the Committee of Ministers", — stated in the document.
As stated in the resolution, PACE regret that in response, Russia on 30 June 2017, announced that it was suspending payment of its contribution to the budget of the Council of Europe "until the unconditional resumption of the credentials of the delegation of the Federal Assembly in the parliamentary Assembly of the Council of Europe".
As has told to Agency of the UNIAN reports, the permanent representative of Ukraine to the Council of Europe Dmitry Kuleba, financial lobbyists are using Russia's refusal to pay dues to the Council of Europe to force the organization to make concessions to Russia.
Earlier, the head of the Federation Council Valentina Matvienko and the speaker of the Russian state Duma Vyacheslav Volodin synchronously said that Russia may cease to accept the decisions of the European court of human rights (ECHR), if in 2018, the PACE will not return the credentials of the Russian delegation.
