The representative of the city development Department of Riga city Council Oksana Dumpe reported that the maximum available funding for the project of construction of district Skanste — 6,09 million euros. With 85% (of 5.17 million euros) of the total amount financed by the European Fund for Regional development (ERDF), and EUR 913 407 provides the city government.
Based on the solution developed by the construction of the project, the expenditures planned in the amount of 10.05 million euros, so the government of Riga it is necessary to increase the co-financing of 3.9 million euros. Riga city Council has already taken a decision to increase the co-financing of the project. The completion date is 2021.
It also became known that deputies of the city development Committee of Riga city Council has approved an amended revision to the local plan district, Skanstes. The layout covers an area of 228 hectares between the streets Pulkveza Brieza street, ganību dambis, train track, streets Duntes str, Skanstes, Vesetas and its sequel, E. Melngailis and Hanzas streets.
According to the results of conducted public discussions in 2015 it was agreed a local plan to improve, and this work is now completed. The final decision should be taken by the Riga city Council.
As emphasized by the Chairman of the Committee for urban development Maxim Tolstoy, the local plan will allow you to fully develop the area of Skanstes and also offers a solution to balance the interests of landowners and the public, the press-service of the Duma.
The local plan envisages that near the center of the capital, but undeveloped, the area in the future will undergo significant changes and will become a new visiting card of Riga of the 21st century. The basis for the development of the territory based on extensive green zones, buildings with different accents and new transport solutions, such as connecting to the Northern transport corridor, new streetcar line and the possibility of using the railway. Proposes solutions in relation to schools, kindergartens, system, rain water drainage, gardens, new public buildings.
The local plan proposes to limit the height of buildings in the Central part Skanstes street nine floors, increasing the number of storeys to 15 storeys in the district of Skanstes streets and Sirny and on the periphery of the quarter based on the context of the district be limited to six floors.
While conducting analysis of visual effects and architectural design in the competition it is possible to create separate vertical accents on the land bordering the intersection of Skanstes and Sirny, Skanstes and J. Krumins and Skanstes and J. Dalina.
In addition to parks and gardens (three sites with a total area of 4.3 hectares) in the area will create up to five objects with different functions. After their creation the total area of parks and gardens will be about 18 hectares of Parks and gardens located to cover the territory. The local plan establishes a robust open system rain water drainage channels and ponds. In the area between the streets of J. Krumins, Skanstes, Apartments and Lactas break the largest Park area of 6.2 ha. there is supposed to equip a new aquatic facility with an area of approximately 1.5 hectares for the collection of rainwater.
Street Skanstes designated as the unification of green areas at city level, and local planning provides the rich plantations as in the red lines of the streets and across buildings.
The territory's development will go in several stages until 2050, with a gradual increase in site area from the current 600 thousand square meters to 2.6 million square metres, thus increasing the number of inhabitants of the area and creating thousands of new jobs.
