For this reason, it is expected that Latvia could more rapidly increase the tax on use of natural resources for disposal of waste to facilitate recycling.

Now in Latvia for processing gets only 27% of waste. And by 2020, this amount needs to increase almost two times — up to 50%. If the problem with the amount of processed waste is not resolved until 2020, Latvia may be fined.

Previously tens of millions of euros from the EU funds and public funds invested in the construction of new landfills. And some of them are built too large. Then money went for the construction of plants for the sorting of waste. In parallel with these processes for nearly ten years, the European Directive calls for "taking measures to ensure separation of domestic waste on the spot" (near the place of residence of the population). If waste is to sort the population, they will be better and in large volumes to be processed, I believe the European Commission.

And now it is necessary to search intensively for new, more effective solutions to waste, so in the next two years could double the volume of their processing. If the result isn't — Latvia face penalties. Now the Directorate General for environment of the European Commission began a review of Latvia launched the so-called early warning system.

From late 2010 until the end of 2016 for the oversight division followed the Fund for the protection of the environment. In the early years there were more, but over the past three years found only five violations. And just one enterprise for all these years was imposed a monetary penalty — 234 670 euros. "Indirect signals about this sector were obtained and in the Ministry. It was noted that what was presented on paper, does not correspond to the truth. Therefore changed the model of supervision that everything is in the hands — of posredi," said Ozola.

Until October of this year, the service Gostrey planned to finish all the system checks for the past year. But test the two major participants in the system are still ongoing. In September and October, the service suspended the activities of three companies and imposed on them penalties in total over 35 million euros. Before this punishment was never applied.

The Ministry of environment has planned several events, hoping to perform tasks and to avoid the wrath of the European Commission. It is assumed that local authorities should be at least one point for the collection of sorted waste for 500 people. In addition, the Ministry returned to the idea of establishing a Deposit system packages.
