The complaint was filed under article 10 of the European Convention on human rights which obliges the state not to interfere in the realization of the right to freedom of speech. The Complainants claim that the state should refrain from any actions which negate the role of the media in a democratic society or reduce pluralism.

Bauskas Dzīve earlier filed in the administrative court against ietsavsky of the regional Duma, demanding to forbid the publication funded by the government newspaper "Iecavas Ziņas", publication of advertising and to pay damages, but the court refused to initiate proceedings.

Bauskas Dzīve appealed this decision to the Supreme court, which ruled that a regional newspaper has the right to demand in a judicial order to ban the publication of advertisements and damages, but in part on the prohibition to issue municipal newspaper dismissed the lawsuit.
