Brussels "is concerned with the increasing range of capabilities and preparedness of various institutions and individuals in government and non-government levels to pursue their objectives through malicious cyber-attacks," reads the statement of the foreign Ministers of the EU member States.

The framework document, as further discussed in the statement will become part of the joint diplomatic reaction from the European Union and the United approach of Brussels to CyberTipline. Its mission is to contribute to conflict prevention, to respond to existing threats and to promote stability in international relations.

In response to such attacks, the EU in particular, may resort to restrictive measures, by their nature, proportional to the duration and damage of such attacks, stress in Brussels.
